Caste Quota Hampering Quality Education
When caste reservation % is rising
every year and at every possible pretext, a serious question is if
infrastructure is being developed and improved at the same pace. The answer,
sadly, is no. Politicians are all concerned only about making new vote banks and
gaining more votes from the beneficiaries and the fact that increasing caste
reservations are playing havoc on the quality of education does not appeal to
them.

The admission process for various
undergraduate courses at Allahabad University and nine out of its 11
constituent colleges would be commencing in the next few weeks, and even as
these colleges, barring AU, take in a fresh batch of students, the
infrastructure has not been upgraded, especially when more students will be
joining under implementation of OBC (other backward category) reservation.
Different constituent colleges of the
AU were asked to raise the number of seats for undergraduate courses by 54%,
but their authorities, faculties and students are struggling under dearth of
fund and facilities required for the higher number of students.
These institutions, including nine
degree colleges of the city, have not been sanctioned funds by the University
Grants Commission (UGC) to enhance the infrastructure. The UGC sanctioned large
amount of funds to the central universities for the purpose, but the
constituent colleges under the Allahabad University's umbrella received no
funding.
The number of UG seats at AU before
implementing OBC reservation was 3,445, but now it stands at 5,305 (an increase
of 1,860 seats). Similar is the condition at other degree colleges wherein the
number of seats (as per year the current academic year) would increase
substantially. At Jagat Taran College, the new number of seats is 1,165 as
against 747 in 2007; in Rajashri Tandon it is 451 from 293, at ADC it is around
3,066, at Ishwar Sharan around 1,863, at CMP around 4,281, at SS Khanna 1,201
from 780, at SPM Degree College 800 and at Arya Kanya Degree College the new
number of seats is 1,119.
"There aren't sufficient
classrooms, laboratories, or libraries. The teacher taught ratio (TTR) will be
affected adversely by the number of faculty positions and the infrastructure
remains the same while student intake increases multifold", said a
principal of a constituent college of AU. "We are told that college
authorities would be given separate grant by UGC, but in the last three years
we have not received any funding for accommodating the theOBC grant," he
added.
This is really a sad state of affairs.
Congress party which is spearheading this caste quota politics in order to
divide Hindus on the lines of castes and to garner caste based vote banks,
should wake up for the sake of the nation.
